Project Overview

Project Structure

The Skill Development & Capacity Building for Government Employees project will be structured around two teams, each consisting of five experts, working collaboratively to deliver training and monitor progress. A specialized planner tool will be used to assign, track, and evaluate tasks to ensure structured learning and development. The project will be divided into key phases to ensure a systematic approach to skill-building and capacity development.


Phase 1: Project Kickoff & Planning (1 Month)

Objective: Establish the foundation for training, define roles, and align with government priorities.

Key Activities:

  • Identify training objectives and key competencies needed.
  • Assign experts to two teams, ensuring specialization in policy, regulatory frameworks, and digital skills.
  • Develop a structured planner in Moodle to organize tasks and training milestones.
  • Conduct orientation sessions with government employees and stakeholders.

Phase 2: Task Assignment & Training (3 Months)

Objective: Deliver structured learning programs through a task-based approach using the Moodle planner.

  • Employees engage in hands-on training activities, including policy analysis, regulatory workshops, and digital skills development.
  • Experts provide continuous guidance and support through mentorship and feedback loops.
  • Teams track progress and address challenges in weekly review meetings.

Phase 3: Implementation & Execution (6 Months)

  • Experts monitor execution, provide additional resources, and assess employee performance.
  • Teams collaborate on group projects to simulate real-world challenges and apply skills practically.
  • Performance is evaluated based on completion of planner tasks, quality of execution, and engagement levels.

Phase 4: Monitoring, Evaluation & Reporting (2 Months)

Objective: Assess the impact of the training and identify areas for improvement.

  • Identify skill gaps that require further development.
  • Prepare a final report with recommendations for sustainable capacity-building initiatives.
